For decades, Mississippi students ranked at the bottom in national reading scores, and Tennessee didn’t fare much better. The federal government had invested in researching effective literacy strategies, but the findings did little to change what was happening in classrooms. That is, until leaders like Dr. Carey Wright and Penny Schwinn put the research into practice.
