Why home office is not happening in Brazil?

Although home office and remote job can be considered very common in the United States, somehow this method is not popular in Brazil, even nowadays, with great technology available and knowledge that working outside the office can bring several benefits for employers and employees. Why this is not happening in Brazil? People here, that can work at home are mostly autonomous, or work for a multinational company. But why private companies from Brazil don't invest in remote teams?
