Great topic ... that is more relevant as we see a 2nd or 3rd wav of blogging hit the business world. These people need some guidance in how to make it happen in companies that haven't adopted blogging yet, because if the company isn't doing it yet, there are probably strong hurdles to starting.

I think you could make the topic stronger by focusing it a little bit. Do you mean in large, Fortune 500 companies? Small businesses? mid-sized firms? Does your current role & background influence you approach? what if you have more an technology background? Design background? PR/Advertising background? Will this focus on how to take on the role or how to succeed once you have it? Or both?

Daniel's panel was an excellent resource at SXSWi 2008, his own expert insights combining with a timely and relevant topic to create an atmosphere which drew several participants ranging from beginners to other 'experts' in this field. Would love to see another panel featuring Daniel's solid advice and friendly speaking style.

@Ian - excellent questions! My overall philosophy could be applied to a company of any size, but would certainly be easier to pull off in a small to mid-sized firm. In my last SXSWi session I asked the non-pro bloggers what it would take for them to blog about their current projects and the answer was unanimous: they would do it for free, they just want a little recognition. These folks were all from different industries/backgrounds but their contribution to the blogosphere would benefit both them and the companies they work for.
I'm running with this basic premise but I want this to be a conversation too, so I hope you'll be there!
