we have been discussing some similar issues in regards to the user bill of rights on my site ( http://www.grid.org/content/gridorg-user-bill-rights)

We are also talking about creating a cloud manifesto - I was inspired by the concept at foocamp this year and the hope that future development on our open source software development could be influence by user's wants to make this easier.
